104B: No person, firm or corporation shall sell any of
the beverages aforesaid in the City, of Baltimore or in
any of the counties or incorporated towns of the State
without the license herein provided.

104C: Such license shall be granted in Baltimore City
by the Clerk of the Court of Common Pleas, and in the
several counties of the State by the Clerk of the Circuit
Court. They shall be of two kinds: (1) "On Sale" licenses
which shall permit the licensee to sell the aforesaid bev-
erages for consumption on the premises only, and (2) "Off
Sale" licenses which shall permit the licensee to sell bev-
erages in packages, containing not less than one dozen bot-
tles, or single containers of not less than five gallons con-
tent, for consumption off the premises only.

"On Sale" licenses may be granted only to bona fide
hotels, restaurants where meals are habitually served for
payment and/or incorporated clubs.

No license shall be granted under this Act to any drug
store or pharmacy, and the sale by a licensee of any of the
beverages aforesaid to a minor is prohibited, except on the
written consent of parents or guardians.

104D: All licenses required by the provisions of this
Act shall expire on the first day of May next succeeding
the date of their issue, and shall be issued for twelve or
six months only, and for no other periods of time; all
twelve month licenses shall be granted to begin from the
first day of May in the year of their issue, and all six
month licenses shall be granted to begin from the first
day of November, in the year of their issue; provided,
however, that when such licenses are issued for a period
of six months, one-half only of the annual fee herein-
after provided for shall be charged; and provided further
that such licenses may be issued at any time from and
after the date of the passage of this Act until May 1st,
1933, and when so issued the respective licensees shall
pay an amount based upon the fees hereinafter provided,
but in proportion to the length of time which said licenses
will actually run.

104E: The fee for "On Sale" licenses shall be $50. 00
per annum and for "Off Sale" licenses it shall be $25. 00
per annum, the same to be paid when the license is applied
for to the Clerk of the Court, " and by him accounted for
and paid to the State Comptroller within five days follow-
ing payment, less a fee of 50 cents for each license, and at
