the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 12.

AN ACT to add a new section and a new sub-title to Article
13 of the Code of Public Local Laws of Maryland, title
"Harford County, " providing for the preparation and
recording of plats of sub-divisions of land before any
sales thereof are made, said new sub-title to be known as
"Plats, " and said new section to be known as Section
427A.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new sub-title and new section be added
to Article 13 of the Code of Public Local Laws of Mary-
land, title "Harford County, " said new sub-title to be
known as "Plats, " and said new Section 427A, and to read
as follows:

Sec. 427A. Whenever it is contemplated to divide a
tract or parcel of land for the purpose of selling the same
as sub-divisions and/or building lots, it shall be necessary
before any sales are made thereof or thereunder, to have
an accurate survey of the said tract or parcel of land pre-
pared by a competent surveyor, clearly showing thereon
each lot or sub-division to be offered for Sale. After said
survey is made and before said plat is completed all corners
of squares, intersecting streets, and sub-divisions must be
clearly marked on the ground by substantial and perma-
nent markers or corner stones, and such markers must be
designated on said Plat, and so placed in the ground as to
make possible the definite and easy location of any lot sold
therein. After said Plat is prepared as above set forth,
it Shall be submitted to the County Commissioners of Har-
ford County for their approval, and before said Commis-
sioners approve said Plat, they must be satisfied as to the
correctness thereof, and also ascertain if proper permanent
markers have been placed as provided herein. After the
