dent in said community, and shall be nominated by petition
in writing, of 20 or more qualified voters resident in said
community; that each person so nominated for member-
ship on said Board shall be certified in writing to the
Mayor of the Town of Glen Echo; that the said Mayor
shall provide printed blanks for petitioning and certifying
said nominations; that the said Mayor is authorized and
directed to call a special election to be held in the Town of
Glen Echo aforesaid, for the purpose of electing members
of said Board of Directors; that said Mayor shall provide
printed ballots for said election and shall appoint an elec-
tion board to hold said election; that said election board
shall consist of one member from each community, who
shall be a qualified voter in said area and who shall reside
in said community, and shall serve without pay; that said
election board shall select two clerks who shall be quali-
fied voters in said area and who shall serve without pay;
that said Mayor shall give notice of said election by adver-
tisement, one time, in a newspaper published in said
county, and said newspaper shall have a general circulation
in said area; that said notice shall be given at least two
full weeks prior to the day designated for said election;
that the said election shall be held not later than the 15th
day of May, 1933, that the said ballot shall contain all the
names of the said candidates nominated as hereinbefore
provided which may be certified to said Mayor as aforesaid;
that all of the candidates from a given community afore-
said shall be grouped on such ballot under a headline indi-
cating that they are candidates from that particular com-
munity, and that the voter may vote for any one of said
group, that the voters who participate in said election may
vote for one candidate in each group and not otherwise; and
the candidate from each community who shall receive the
highest number of votes cast shall be certified by said elec-
tion board in writing, in triplicate, to said Mayor, and said
candidates shall be declared to be and shall be members of
said Board of Directors for a period of two years and until
such time as their successors are duly elected and qualified;
that all candidates at large aforesaid shall be grouped on
said ballot under a head line indicating that they are can-
didates at large and that the voter may vote for any three
of said group; that the voters who participate in the said
election may vote for not more than three of said candi-
dates in said group and not otherwise; that the three can-
didates of said group who shall receive the highest number
of votes cast shall be certified by said election board in
writing to said Mayor, and said candidate shall be declared
