(1930 Edition), title "Somerset County, " sub-title "County
Commissioners, " said new section to be known as Section
34A, to follow immediately after Section 34 of said Article,
and to read as follows:

34A. The said County Commissioners are hereby au-
thorized and empowered, in their discretion, to borrow on
the faith and credit of Somerset County, such sum or sums
of money as may be needed for county purposes which have
been provided for in the levy or levies, not to exceed at any
one time fifty per cent, of the amount of taxes which have
been levied but remain uncollected and to issue a note or
notes therefor; provided the lender shall not be required
to see to the proper application of the money loaned.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and being
passed by a "yea" and "nay" vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 9.

AN ACT to authorize and direct the Board of County Com-
missioners of Washington County to borrow upon the
faith and credit of said county to the amount of $55, -
000. 00 and to issue and sell coupon bonds therefor, the
proceeds thereof to be used for purchasing, acquiring,
or condemning a site and for the constructing, building,
equipping and furnishing of a school building on said
site in the Town of Sharpsburg, and for erecting an ad-
dition to the Sandy Hook School and equipping and
furnishing same, and to provide for the payment of in-
terest on said bonds and of the principal thereof by the
levy of taxes, and to repeal Chapters 135 and 386 of the
Acts of 1931.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of County Commissioners of
Washington County be and they are hereby authorized and
