shall hold office for the term of four years from the date
of their election and until their successors shall be elected
and qualified and thereafter as their respective terms ex-
pire, the County Commissioners shall be elected for a term
of four years. If of the five persons at any elec-
tion for County Commissioners subsequent to the General
Election of 1932 having the highest number of votes, two
or more shall be residents of the same Commissioner Dis-
trict, the person in said District having the highest number
of votes shall be declared elected, and the persons in the
respective Commissioner Districts having the highest num-
ber of votes shall constitute the Board of County Com-
missioners.
197. Montgomery County is hereby divided into
five districts to be known as "Commissioner Districts, "
said districts to be as follows: Commissioner District No.
1 shall be composed of Damascus Election District No. 12,
Laytonsville District No. 1 and Olney District No. 8; Com-
missioner District No. 2 shall be composed of Barnesville
Election District No. 11, Clarksburg District No. 2 and
Gaithersburg District No. 9; Commissioner District No. 3
shall be composed of Poolesville Election District No. 3,
Darnestown District No. 6 and Rockville District No. 4;
Commissioner District No. 4 shall be composed of Potomac
Election District No. 10 and Bethesda District No. 7; Com-
missioner District No. 5 shall be composed of Wheaton
Election District No. 13 and Colesville District No. 5. Five
persons who shall be residents voters and taxpayers of
Montgomery County and five persons so elected shall com-
pose and constitute the Board of County Commissioners
for Montgomery County. In the event of a vacancy caused
by death, resignation or otherwise, the person appointed to
serve as successor shall be a registered voter, resident and
taxpayer of Montgomery County. The Commissioners
elected from the Fourth and Fifth Districts shall be Com-
missioners for the "Montgomery County Suburban Dis-
trict" as defined by Chapter 459 of the Acts of 1931 and
the Commissioner for the Fourth District defined herein
shall be the Commissioner for the Seventh District in said
Act, and the Commissioner for the Fifth District as defined
herein shall be the Commissioner for the Fifth District in
said Act, and shall respectively perform all of the duties,
have all of the authority and receive the compensation of
the Commissioners from Commissioner Districts seven and
five as they are set forth and provided for in said Chapter
459 of the Acts of 1931.
