of property sold for such taxes and/or special assessments
shall be paid into the general fund of the county. Money
received from the sale of certificates of indebtedness shall
be used so far as necessary for the payment of appropria-
tions made for the fiscal year in which the tax sale occurs
or for the payment of loans or interest thereon made for
the purpose of paying such appropriations.
SEC. 2. And be it further enacted, That this Act is de-
clared to be an emergency law, and necessary for the im-
mediate preservation of the public health, safety and wel-
fare and being passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 164.
AN ACT to amend Section 194 and Section 197 of Article
16 of the Code of Public Local Laws of Maryland, en-
titled "Montgomery County, " providing for five County
Commissioners instead of seven and creating five Com-
missioner Districts instead of seven, and further pro-
viding that Section 196 of said Article, relating to the
nomination and election of said Commissioners shall ap-
ply to five Districts instead of seven.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 194 and 197 of Article 16 of the
Code of Public Local Laws of Maryland, entitled "Mont-
gomery County, " be, and the same are, hereby repealed and
re-enacted to read as follows:
194. There shall be, five County Commissioners' for
Montgomery County, and one Commissioner shall be a
resident of and elected from each of the five Com-
missioner Districts of said County as hereinafter provided
and whose terms of service shall be as follows: at the Gen-
eral Election to be held on the Tuesday next after the first
Monday in November in the year 1930, the qualified voters
of Montgomery County shall elect seven County Commis-
sioners, one of whom shall be a resident of each of the
seven Commissioner Districts hereinafter provided, who
