held to be invalid for any reason whatever, such holding
shall not be construed as affecting the validity of any re-
maining section or part of a section of this Act, it being
the legislative intent that the remainder of this Act shall
stand and would have been passed notwithstanding such
invalidity and/or elimination of any portion and/or por-
tions hereof.
SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed upon a yea and nay vote, supported by
three-fifths of all of the members elected to each of the
two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 123.
AN ACT to authorize the County Commissioners of Bal-
timore County, in their discretion, to consent to the use
of and/or to appropriate a portion of the County funds
on deposit in certain banks for shares of stock of any
bank or banks reorganized or to be reorganized or oth-
erwise under any plan, including participation in any
trusts or co-operative plans for the reorganization of
any such banks and in any plan providing for limited
withdrawals of County funds as may be approved by the
proper Federal and/or State authorities.
WHEREAS, Baltimore County has funds on deposit) in
certain banks and in any plans that may be formulated
for reorganizing any of said banks the consent of the
depositors (may be required for the, use of their; funds or
a portion, thereof on deposit in said banks for the pur-
chase or acquisition of shares of stock of such reorganized
bank or banks or for participation in trusts or co-oper-
ative plans for such reorganization and
WHEREAS, it is desirable that the County Commission-
ers of Baltimore County should be given the authority
to participate in such reorganizations.
