timore County, it shall be necessary for the protection of
the health, morals and/or safety of the people of the
County, the said Board of County Commissioners of Balti-
more County shall be and they are hereby authorized to
borrow upon the faith and credit of said County, in addition
to the sum or sums authorized in Section 135 of said
Article 3, such other and extra sum or sums as in their
discretion may be necessary to pay such expenses and/or
obligations and/or to provide for such protection of health,
morals and/or safety; provided, that the total indebted-
ness of said County created under this section and Section
126 of said Article 3 actually outstanding at any one time
shall never exceed the sum of five hundred and fifty thou-
sand dollars C$550, 000. 00). For any indebtedness created
hereunder, the Board of County Commissioners, on or be-
fore the first day of June, 1935, but not thereafter, shall
issue the note or notes of said County Commissioners of
Baltimore County maturing on or before the first day of
June, 1936, but not thereafter, said note or notes to be
signed by the President of said Board of County Commis-
sioners and countersigned by the Treasurer of Baltimore
County, and to bear the seal of said Board of County
Commissioners of Baltimore County. A certified copy of
a resolution of the Board of County Commissioners, auth-
orizing the issuance of said note or notes, certified to be a
true copy by the Clerk of said Board, under the seal of
said Board, which resolution recites that the amount of
taxes collected and/or of funds available from taxes col-
lected is insufficient to meet the current expenses and/or
current obligations, of each and every character,. of said
County, and/or that in the opinion of the Board of Comity
Commissioners of said County the creation of said indebt-
edness is necessary for the protection of the health, morals
or safety of the people of said County, shall be conclusive
evidence of the facts so recited, in any proceeding involving
the validity of any note or notes issued under this section.
Said note or notes shall bear such rate or rates of interest
and shall be payable at such time or times (agreeable to
the terms of this section) as may be specified in the reso-
lution or resolutions authorizing their issuance. The said
County Commissioners are further hereby authorized to
levy annually on the assessable property of said County,
over such period as in their judgment may seem expedient
and proper, such taxes as are needed to repay funds bor-
rowed hereunder, together with interest as above provided.

SEC. 2. And be it further enacted, That should any sec-
tion, sections, part and/or parts of a section of this Act be
