member of said Commission or any employee thereof, and
the offender shall, upon conviction, be subject to a fine not
exceeding $100 or thirty days in the County Jail, or both,
in the discretion of the Court. Where such act or omission
is of a continuing nature and is persisted in, any violation
of the provisions of this Act or of any rule or regulation
formulated thereunder, a conviction for one offense shall
not be a bar to a conviction for a continuation of such of-
fense subsequent to the first or any succeeding convictions.

SEC. 14. And be it further enacted, That all Acts or
parts of Acts inconsistent with the provisions of this Act,
especially as relate to any limitation for taxation purposes
now imposed upon the Mayor, Counselor and Aldermen of
the City of Annapolis, be and the same are hereby repealed
to the extent of their inconsistencies. Provided that noth-
ing herein contained shall be taken as restricting any con-
trol or jurisdiction which the State Board of Health of
Maryland is empowered to exercise within the Annapolis
Metropolitan Sewerage District, or as restricting any con-
trol or jurisdiction which the Anne Arundel County Sani-
tary Commission is empowered to exercise within that part
of the Annapolis Metropolitan Sewerage District outside
the limits of Annapolis.

Section II. Be it further enacted, That the said Act,
namely, Chapter 104 of the General Assembly of Maryland
of 1931, approved April 6, 1931, is hereby confirmed and
validated and all acts and proceedings done and had in sub-
stantial compliance with such Act, including bonds issued,
authorized or sold, and taxes levied, are hereby validated
and confirmed.

Section III. And be it further enacted, That this Act
shall take effect from the date of its passage, it being de-
clared an emergency law and necessary for the immediate
preservation of the public health and safety.
