valid for any reason, such holding shall not be construed
as affecting the validity of any remaining section or part
of a section of this Act, it being the legislative intent that
the remainder of this Act shall stand, notwithstanding
the invalidity of such section or part of a section.

SEC. 6. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preser-
vation of the public health and safety, and for maintain-
ing the State Government, and having passed by a yea
and nay vote by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 597.

AN ACT making appropriations for the support of the
State Government and for the aid of sundry schools and
institutions and for other purposes for the fiscal years
ending, respectively, on September 30th, 1934, and on
September 30th, 1935.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That subject to the provisions hereinafter set
forth the several amounts hereinafter named as "appro-
priations, " or so much thereof as shall be sufficient to ac-
complish the purposes designated, are hereby appropriated
and authorized to be paid to the respective departments,
boards, commissions and officers of the State, and to the
respective schools and institutions, and for the several pur-
poses specified, for the fiscal year beginning October 1,
1933, and ending September 30th, 1934, and for the fiscal
year beginning October 1, 1934, and ending September
30th, 1935, as hereinafter indicated.

SEC. 2. And be it further enacted, That every depart-
ment, board, commission, officer or institution receiving
an appropriation hereunder shall notify the Comptroller
at least ten days before the end of the fiscal year for which
such appropriation is made, whether and to what extent the
unexpended balance of such appropriation, if any there
will be at the end of said fiscal year, is needed to meet
