tice and proceedings before the Commission in all other
hearings conducted by the Commission.. The Commis-
sion shall have full power to make rules and regulations
necessary and incidental for the holding of hearings and
the enforcement of the orders of the Commission.

In the event an offending carrier shall neglect to file
an answer within the time set forth in the notice, or
without obtaining an extension thereof, then the Public
Service Commission may, in its sole discretion, direct the
Commissioner of Motor Vehicles to revoke or suspend the
registration certificate of all trucks involved in the oper-
ation complained of as hereinbefore set forth. Nothing
herein provided in this section shall apply to taxi-cabs oper-
ating in Baltimore City.

255B. The Commissioner of Motor Vehicles and Public
Service Commission is hereby empowered to inspect all
books, papers, records or charts of any character of carri-
ers to which this Act applies showing the schedules, routes,
trucks and operation of such carriers within this State.

SEC. 3. And be it further enacted, That Section 256
of Article 56 of the Code of Public General Laws of
Maryland, 1929 Edition, title "Licenses", sub-title "Pub-
lic Passenger Motor Vehicles", be and the same is hereby
repealed and re-enacted, with amendments, to read as
follows:

256. Each person owning or operating any such mo-
tor vehicles in violation of any of the provisions of this
sub-title, or in violation of the rules and regulations
aforesaid of the Public Service Commission or the Com-
missioner of Motor Vehicles shall be deemed guilty of a
misdemeanor and upon conviction subject to a fine of not
less than five ($5. 00) dollars nor more than one hundred
($100. 00) dollars for the first offense, and a fine of not
less than fifty ($50. 00) dollars nor more than two hundred
($200. 00) dollars for each additional offense or subsequent
offenses.

SEC. 4. And be it further enacted, That this Act shall
not apply until January 1st, 1934, to any motor vehicle
for which the Public Service Commission of Maryland
has issued a certificate of public convenience or a permit
as herein provided and necessity for the year 1933..

SEC. 5. And be it further enacted, That should any
