obligations incurred during that year and which will be
unpaid at the end thereof. Any unexpended balance of
such appropriation, against which there will be no such
outstanding obligations at the end of the fiscal year, shall
revert to the Treasury of the State at the end of the fiscal
year; provided, however, that appropriations for the acqui-
sition of land, buildings, equipment and new construction
shall be available for such purposes subsequent to the fiscal
year for which the same are made, if approval of the Gov-
ernor is obtained before the end of such fiscal year; other-
wise such appropriation which may be unexpended or un-
appropriated as above set out shall revert in the same
manner and to the same extent as other appropriations.
SEC. 3. And be it further enacted, That if any addi-
tional funds from any source whatever in excess of the
appropriations herein made shall come into the hands of
any department, board, commission, officer, or institution
of the State, the same may be expended by such depart-
ment, board, commission, officer or institution, with the
approval of the Governor; except in the case of funds
derived from gifts or legacies, any such excess not so
expended shall revert to the Treasury of the State at the
end of the fiscal year in which the same is received by
such department, board, commission, officer or institution,
unless there shall be an outstanding obligation against the
same incurred with the approval of the Governor. Any
funds derived from gifts or legacies and not dedicated by
any Act of Congress or laws of this State to some specific
purpose or purposes shall be expended subject to the terms
of such gift or legacy, provided that the Governor shall
assent to the acceptance of such gift or legacy.
SEC. 4. And be it further enacted, That all funds in the
State Treasury at the end of each fiscal year, which are
not directly obligated by some specific appropriation herein
or hereinbefore made, shall, at the end of each fiscal year,
revert to the general Treasury of the State, whether the
same be now carried as special funds or genera] funds.
Any Acts or parts of Acts inconsistent herewith are to
the extent of their inconsistency hereby repealed; pro-
vided, however, that this section shall not apply to the
State Industrial Accident Commission.
SEC. 5. And be it further enacted, That where any in-
crease is made herein in any salaries fixed by any Act of
the General Assembly heretofore enacted, the passage of
