Baltimore, " sub-title "Charter, " Section 6, Sub-section 26,
sub-title "Streets, Bridges and Highways, " to extend the
powers of the Mayor and City Council of Baltimore by
adding an additional sub-paragraph to be known as sub-
paragraph "P" and to come in after sub-paragraph "O".
(26) STREETS, BRIDGES AND HIGHWAYS.
(P) TO PLAN FOR THE PHYSICAL DEVELOPMENT OF
THE CITY OF BALTIMORE.
1. For the purpose of promoting the health, security,
safety, order and general welfare of the community, the
Mayor and City Council of Baltimore are hereby empow-
ered to provide by ordinance that the Commission on City
Plan be authorized to prepare a plan or plans for the phy-
sical development of the City of Baltimore; to provide that
such plan or plans with the accompanying maps, plats,
charts and descriptive matter shall show the recommenda-
tion of the Commission for the development of said munici-
pality, including among other things, in so far as they, or
any of them, may relate thereto, the general location, char-
acter and extent. of streets, viaducts, subways, bridges,
waterways, waterfronts, boulevards, parkways, play-
grounds, squares,, parks, aviation fields and other public
ways, grounds and open spaces, the general location and
extent of public utilities and terminals, whether publicly
or privately owned or operated, for water, light, sanita-
tion, transportation, communication, power and other pur-
poses; also plan or plans for the removal, relocation, widen-
ing, narrowing, vacating, abandoning, change of use or
extension of any of the foregoing ways, grounds, open
spaces, buildings, property, utilities or terminals; and fur-
ther to empower said municipality by ordinance to provide
the necessary procedure for the official adoption of such
plan or plans and the recording thereof among the land
records of the Superior Court of Baltimore City; likewise
to provide by ordinance that the Commission on City Plan
may adopt regulations for the subdivision of land within
the territorial limits of the City of Baltimore, such regula-
tions to provide for the proper arrangement of streets in
relation to other existing or planned streets, for adequate
and convenient open spaces for traffic, utilities, access of
fire fighting apparatus, recreation, light and air, and for
the avoidance of congestion of population; and also to pro-
vide for the approval by the Commission on City Plan of
any plat for the proposed development of any subdivision;
to prohibit the recording of any unapproved plat among the
