his successor is duly elected and qualified as in this section
provided, such appointee to be subject to all the require-
ments, obligations and duties as provided in this Act ap-
plicable to said County Treasurer, the person so appointed
shall be entitled to receive the compensation herein pro-
vided for said County Treasurer. The abolition of the office
of Tax Collector of Washington County as effected by this
Act shall in no way be deemed or construed to relieve said
Tax Collector of any and all obligations with reference to
the collection of unpaid taxes, but such duty and obliga-
tion shall remain, and for the purpose of enforcing the
collection and payment of said taxes, said former Tax Col-
lector shall have all rights, remedies and actions necessary
to accomplish the collection of said taxes as the same are
now provided and available for the collection of State and
County taxes under the provisions of any general, local or
special Act.
805. It shall be the duty of every County Treasurer in
Washington County, promptly to deposit any and all
moneys by him received and collected in some bank or
banking institution in Hagerstown, Maryland, the said
place of deposit to be approved by the County Commis-
sioners of Washington County, and in approving such place
of deposit the said Commissioners shall prefer the bank or
banking institution which shall agree to pay the highest
rate of interest on daily balances of said deposits; pro-
vided, however, if two or more banks or banking institu-
tions shall agree to pay the same rate of interest on said
deposits, and the said rate of interest shall be the highest
rate of interest offered by a bank or banking institution
aforesaid, then the said Commissioners may prefer one of
the said banks or banking institutions offering the highest
rate of interest as aforesaid and approve the same; and
provided further that the said County Commissioners of
Washington County may require the bank or banking in-
stitution wherein the said deposits are placed, to give bond
or deposit securities, to be approved by the said County
Commissioners of Washington County, for the faithful per-
formance of its trust.
SEC. 2. And be it further enacted, That the provisions
of any and all general, special or local laws pertaining to
the office of Tax Collector or Collector of Taxes are hereby
made applicable to the office of County Treasurer hereby
created and shall remain in full force and effect, except
as the same may be inconsistent with the provisions hereof,
