no other compensation or commissions whatever, di-
rectly or indirectly, for the collection of said State
and County taxes, and any profit accruing to said
County Treasurer from the discounting of State or
County taxes and interest received upon such deposits made
as hereinafter provided shall be chargeable against him in
the accounting and payment of his said salary as herein
provided. That the said County Treasurer shall assume
and pay the salaries or wages of the deputy treasurer or
treasurers and all clerks, regular or special, employed in
the actual collection of said taxes and the keeping of the
books and records of said office, shall provide all office sta-
tionery and shall likewise bear the expenses of the print-
ing of all delinquent tax notices, all other expenses neces-
sary and incident to the discharge of the duty of said
County Treasurer as imposed by this section shall be borne
and paid by the County Commissioners of Washington
County; including the furnishing of all books, papers and
tax bills, the said County Commissioners shall likewise pro-
vide Said County Treasurer with an office in the Court
House in Hagerstown, Maryland, and shall furnish and
properly equip the same in order that the records of said
office may be safeguarded and kept. The duty is likewise
imposed upon said County Commissioners of paying the
premium on any and all bonds required of said County
Treasurer either pursuant to the provisions of this Act
or made necessary by the provisions of any other general,
local or special law now in force or which may be here-
after enacted: That upon the expiration of the term of said
County Treasurer, either elected or appointed, pursuant
to the provisions of this Act, his obligations with reference
to the collection of unpaid and uncollected taxes shall be
such as is now provided by the General Laws of the State
of Maryland. That upon the appointment of a County
Treasurer pursuant to the provisions of this Act, it shall
be the duty of the incumbent tax collector to deliver to said
County Treasurer such records and papers pertaining to
the office of tax collector as may be necessary and proper
to expedite the work of the County Treasurer so elected
or appointed, and likewise any County Treasurer appointed
or elected pursuant to the provisions of this section shall
deliver to his successor in office, such records, papers and
books as it may be necessary and proper for such successor
to have. Until the election of a County Treasurer pursuant
to the provisions of this section the Governor of this State,
upon the effective date of this Act, shall appoint a County
Treasurer for Washington County who shall serve until
