1064 LAWS OF MARYLAND. [CH. 555

804. On the Tuesday after the first Monday in Novem-
ber, in the year 1934, and on the same day every fourth
year thereafter, there shall be elected by the qualified voters
of Washington County, a County Treasurer, who shall hold
office for four years from the first day of April next en-
suing his election and until his successor in office is duly
elected and qualified, and who shall be removed from office
by the Governor of the State for incompetency, wilful
neglect of duty or misdemeanor in office, on conviction in
a court of law; and in case of a vacancy in said office by
reason of a removal from office as herein provided, or by
reason of death, resignation, removal from the county, dis-
qualification or failure to properly qualify, or in any other
manner, the Governor of the State shall be and he is hereby
authorized and empowered to fill such vacancy as soon
thereafter as practicable by appointment of some person
having the qualifications herein provided, who shall hold
office for the remainder of said term, and who shall be sub-
ject to removal for the same causes as are hereinbefore
set forth. No one shall be elected or appointed County
Treasurer who shall not be above twenty-five years of age
and five years a resident of Washington County, Maryland,
immediately preceding the election or appointment; and
the said County Treasurer shall be and is hereby consti-
tuted the Collector of all State and County taxes and shall
perform and fulfill all the duties and functions and be
subject to all the obligations, requirements and limitations
that are now or may hereafter be defined, imposed, or re-
quired by any general law, special law or local law upon
the Collector for Washington County, for the collection of
State and County taxes and any and all rights, remedies
and actions now prescribed or which may be hereafter
provided for the collection of taxes by any general, spe-
cial or local law, shall be available to said County Treas-
urer for the purpose of enforcing payment of said State
and County taxes; the compensation of said County Treas-
urer, elected or appointed as herein provided, to be an
annual salary of nine thousand dollars ($9, 000. 00), pay-
able in monthly installments of seven hundred and fifty
dollars ($750. 00) each, upon the last day of each and
every month the same to be paid by the County
Commissioners of said Washington County, and the
said County Commissioners of Washington County be
and they are hereby authorized and directed to levy
a per centum on the taxable basis of said Wash-
ington County sufficient to raise and pay the said
salary, and the said County Treasurer shall receive
