sions of this Act notwithstanding. All deposits to the
"Floating Debt Refunding Account, 1933, " shall be secured
by bond duly approved by the said County Commissioners
or by deposit of collateral approved as aforesaid. Provided,
however, that said County Commissioners may invest any
of said funds in bonds or certificates of indebtedness of the
United States; and provided further, that the funds in said
account may also be used to purchase the bonds issued
under the provisions of this Act at par or better, and if not
obtainable by purchase, any of said bonds may be called by
lot on any interest paying date, beginning with the longest
maturity, at a premium of 1/4 of 1% for each period of six
months from the date they are called for payment to the
date of maturity. And said County Commissioners for Tal-
bot County shall annually until all of said bonds issued
under the provisions of this Act shall have matured and
have been paid, levy a tax upon all the assessable property
in said county sufficient to provide for the payment of the
annual interest on all of said bonds that may be issued and
outstanding as said interest becomes due and payable, and
also a tax in each year upon all of said assessable property
m said county sufficient to provide for the payment of the
principal of said bonds as said bonds respectively mature
and are due and payable.

SEC. 6. And be it further enacted, That all laws, or
parts of laws, of the State of Maryland, General or Local,
inconsistent with the provisions of this Act, be and the
same are hereby repealed to the extent of such incon-
sistency.

SEC. 7. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and, having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
