its books, papers and concerns to the examination of the
Bank Commissioner, or if any such institution shall
neglect or refuse to observe an order of the Bank
Commissioner as specified in Section 8 of this Article,
the Bank Commissioner may if he deems it advisable,
with the written consent of the Governor and At-
torney General, obtained prior thereto, forthwith take
possession of the property and business of such institution
and shall cause a notice to be posted on the front door of
the institution as follows: "This institution is in the hands
of the Bank Commissioner. "

SEC. 2. And be it further enacted, That five new sec-
tions be and the same are hereby added to Article 11 of the
Annotated Code of Public General Laws of Maryland, Edi-
tion of 1924, title "Banks and Trust Companies, " sub-title
"Bank Commissioner, " one of said sections to follow im-
mediately after Section 8 and to be known as Section 8A,
and the remaining four sections to follow immediately
after Section 9, and to be known as Sections 9A, 9B, 9C
and 9D, the said new sections to read as follows:

8A. Any banking institution doing business under this
Article may, by action of its Board of Directors, place its
affairs and assets in the hands and under the control of the
Bank Commissioner, by posting a notice on its front door
as follows: "This institution is in the hands of the Bank
Commissioner. " Immediately upon posting such notice,
the said institution shall notify the Bank Commissioner of
such action; upon the posting of such notice the Bank
Commissioner shall forthwith take possession of the prop-
erty and business of said institution.

9A. On taking possession of the property and business
of any banking institution under the provisions of Sections
8A or 9 of this Article, the Bank Commissioner shall forth-
with give notice of such fact to any and all banks, trust
companies, associations and individuals holding or in pos-
session of any assets of such institutions and shall also
cause such notice to be given by advertisement in such
newspaper as he may deem necessary. Immediately upon
the posting of the notice specified in said sections either by
the Board of Directors or by the Bank Commissioner, the
property, assets and business of such institution shall be
considered to be in the possession of the Bank Commis-
sioner, as receiver, the same as if he had been appointed by
