Right of op-
peal.

worth of assessable property; hut an appeal may be
made by any person thus assessed to the Mayor
and Councilman, who on a hearing from evidence
of the party appealing or any other person on oath
touching the value of the property assessed, and
may abate or increase the assessment as may seem
just.

Alphabeti-
cal levy list.

84. Whenever they shall levy a tax, the
Mayor and Councilman shall make out an alpha-
betical list of the persons chargeable therewith,
and shall fix the respective sums to he collected
from each person, and annex to said list a warrant
to the bailiff to collect the same.

87. The bailiff shall within ten days after the
receipt of such warrant and list, render to each
person named therein, an account of his tax, and
may, unless the same be paid within thirty days
after the delivery of such account, collect the same
by distress and sale of the goods and chattels of
the delinquent.

89. The bailiff shall account for the amount
of such assessment with the Mayor and Council-
man within three months from the receipt of such
warrant and list, and pay the same collected, under
penalty of double amount thereof.

90. The Mayor and Council may, when re-
quested in writing by the owners of a majority of
the front feet of the property on any street or alley,
or part thereof in said town, cause the same to be

graded, paved or otherwise improved; and levy the
expenses thereof on the property building on said
street or alley, agreeably to the extent of such
lots thereon, and collect the expenses of paving,
grading or improving the same, of the several
owners thereof.

Fines and
forfeitures.

91. All fines, penalties or forfeitures imposed
by this charter or any ordinance of said town, may
be recovered in the name of the Mayor and Council-
men of said town, or any Justice of the Peace, as
small debts, and shall be paid to the Mayor and
Councilmen for the use of the town.

Penalty.

92. No person shall drive any carriage, wagon
or vehicle of any description, or ride any horse
upon or over the paved foot-ways of the said town,
under the penalty of two dollars for every such of-
