fence; and any constable, or the bailiff of said
town, shall arrest any person so offending and take
him before a Justice of the Peace, who upon proof
of the offence, shall give judgment in the name of
the State against the offender, upon which there
shall be no supersedeas, and the fine and cost shall
be collected and paid to the Mayor and Council-
man.

Power to ar-
rest.

The Mayor and Councilman shall have power to
require a license from all circuses, menageries,
theatrical exhibitions, and other shows and exhi-
bitions for gain; they shall have power to require
a license from the owners and keepers of hacks,
carts, wagons, drays and every description of
wheeled carriages kept for hire in said town,
as also from auction stores, hawkers and pedlers.

Sec. 2. And be it enacted, That this Act shall
take effect from the date of its passage.

AN ACT to amend the charter of the Western
Maryland Railroad Company, so that the num-
ber of Directors therein be increased, and two of
such Directors be citizens of Washington county.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the Directors in said company
be increased by two new members, and two of such
Directors shall be citizens of Washington county;

provided, however, that this act shall take effect
only when a subscription to the capital stock of
said company, binding upon said county shall have
been made to an amount of not less than one hun-
dred and fifty thousand dollars, and when this act
shall have been accepted by the stockholders of said
company representing a majority of its stock.
