Sec. 2. And be it enacted, That every person who
has paid, or shall hereafter pay to the funds of said
institution fifty dollars in any year, or ten dol-
lars annually, for the term of six years, shall be a
member for life; and every person paying any sum
not less than five dollars, shall be for one year next
after such payment, a member of said institution,
and the Treasurer's book shall be prima facie evi-
dence of such membership.

Sec. 3. And be it enacted, That the affairs of said
institution shall be managed by twenty Directors,
fifteen of whom shall be chosen annually by the
members on the first Tuesday in January, and five
of whom shall be appointed annually in the month
of January by the Mayor of the city of Baltimore,
with the advice and consent of the Councils of said
city, and in case of failure to appoint or elect at
the times hereinbefore mentioned, they shall be ap-
pointed or elected as soon thereafter as possible,
and a special meeting of the members may be
called by the Directors at any time after such failure
