the lands or any portion thereof that may be con-
veyed by deed, duly executed, acknowledged and
recorded to the United States of America as an ad-
dition to the site of the Naval School at Annapolis,
and the water, water rights and all other rights
appertaining thereto, together with the streets or
parts of streets included therein, whenever the same
or such portion thereof shall be so conveyed, he,
and the, same are hereby vested in the United States
of America, for military and naval purposes, the
whole not to exceed the lots and parcels of land
comprehended within the following courses and
bounds, viz: beginning at the northeast side of
Scott street and the eastern extremity thereof, at
the waters edge of the harbor of Annapolis, where
is erected the Naval School wall, and running
thence south westwardly with the shores of the har-
bor to the northeast side of King George's street
and the eastern extremity thereof, thence north-
westwardly with the said side of King George's
street to the termination thereof on the northwest
side of Tabernacle street, thence in a straight line
northwestwardly by extending the northeast side
of King George's street through the lot of ground
in and obstructing that extension, and through the
College grounds to the creek on the northwest of these
grounds thence northeastwardly, eastwardly and
southeastwardly around the shores of the said creek
and Severn river, to the inclosed grounds of the
Naval School, which have been ceded to the United
States, thence around these enclosed grounds and
with the wall now enclosing the same, southwest-
wardly and southeastwardly to the beginning;

 

provided, always, that this cession and jurisdiction
are granted upon the express condition that this
commonwealth shall retain a concurrent jurisdic-
tion with the United States in and on the said ced-
ed lands and territory, or the portion thereof that
may be so as aforesaid conveyed, so far as that, all
civil and such criminal process as may issue under
the authority of this State, against any person or
persons charged with crimes committed without said
lands and ceded territory, may be executed therein
in the same way and manner as though this cession
and consent had never been made and granted, ex-
cept so far as such process may effect the real and
personal property of the United States within the
said ceded territory.
