the grand jury at the November term, eighteen

 

hundred and seventy-nine, of said court, recom-

 

mending the granting of said license, with an affi-

 

davit of the applicants attached thereto, that the

 

said signatures to said recommendation are true and

 

genuine; provided, however, that said person apply-
