hundred and seventy-four, entitled " An Act to in-

corporate Bel-Air, in Harford county," be and the
|
 
|
same is hereby repealed and re-enacted to read as
|
 
|
follows :
|
 
|
SECTION 4. And be it enacted, That all taxes shall
|
 
|
be fairly laid and shall not exceed fifty cents in every
|
 
|
one hundred dollars of taxable property in any one
|
 
|
year, and that the taxable basis of said property
|
 
|
shall be the same as that for county and State taxes ;
|

that the Commissioners shall have power to appoint
such person or persons as they think fit to collect

|
the said taxes, and to pay the said collector such
|

salary or compensation as they may think proper ;

provided that all the property within the corporate

taxation for public district or county road purposes

outside of the said corporate limits.

|
SEC. 2. And be it enacted, That the following
|
 
|
sections are hereby added to said charter of said

|
SECTION 17. Be it enacted, That the Commission-
|
 
|
ers of the town of Bel- Air, or a majority of them,
|
 
|
shall, annually, appoint an active and discreet per-

said town, who, before he proceeds to act as such,

shall make oath or affirmation before the clerk of
|

the Circuit Court for Harford county, that he will

quired of him as bailiff of said town without favor,

affection or partiality, according to the best of his
|

skill and judgment; and the said bailiff shall have,
|
 
|
