warrant of the Comptroller, on the basis of 60% to Baltimore
City and 40% to the counties as a whole. The basis of appor-
tioning said 40% among the various counties shall be in the
following percentages:

Disbursements under this sub-section shall be made directly
to the proper fiscal officers of each County or Baltimore City.
The County Commissioners of the various counties and the
Mayor and City Council of Baltimore, as the case may be,
shall each have the right to apply any such allotments, in
whole or in part, to the relief of the unemployed or unemploy-
able, or both, or to the ordinary purposes of government sup-
ported by local direct property tax levies or to the repayment
of any obligations previously incurred for any of said pur-
poses, as they may deem advisable. Provided, however, that
no expenditure of funds allocated tinder this sub-section shall
relieve the County Commissioners of the various counties or
the Mayor and City Council of Baltimore City from the duty
of making local appropriations or levies as required by law for
Old Age Assistance, aid to dependent children, aid to the
blind or any other purpose within the scope of the Federal
Social Security Act.
