(c) after the payment of salaries and expenses, and setting
aside a sum for refunds, the Comptroller shall set aside such
sums as may be necessary to pay the expenses of the Board
of State Aid and Charities and the salaries and expenses of
the employees of said Board, not in excess of $30, 000 for the
period from June 1st, 1937, to September 30th, 1937, and
3, 000 for each of the two succeeding fiscal years.
(d) The Comptroller shall next set aside such sum as may
be necessary for the payment or contribution to the payment
of Old Age Assistance, Aid to Dependent Children and Aid to
the Blind, to meet the quarterly allocations made to the respec-
tive County Welfare Boards and the Department of Welfare of
Baltimore City, by the Board of State Aid and Charities.
Allocations for Old Age Assistance shall not exceed $440, 000
for the period from June 1st, 1937, to September 30, 1937,
and $1, 320, 000 for each of the two succeeding fiscal years;
allocations for Aid to Dependent Children shall not exceed
$553, 333 for the period from June 1st, 1937, to September
30th, 1937, and $1, 660, 000 for each of the two succeeding fiscal
years; allocations for Aid to the Blind shall not exceed
$10, 000 for the period from June 1st, 1937, to September 30,
1937, and $30, 000 for each of the two succeeding fiscal years.
Disbursement under this sub-section shall be made upon
warrant of the Comptroller under the direction of the Board
of State Aid and Charities, and expended by the County
Welfare Boards, or the Department of Welfare of Baltimore
City, as the case may be, under the supervision of the Board
of State Aid and Charities. Administrative costs of the
County Welfare Boards and the Department of Welfare of
Baltimore City, for the programs of old age Assistance, aid
to dependent children and Assistance to the Needy Blind, for
Child Welfare Services under Section 521 (a) of the Social
Security Act, for the investigation and certification of persons
eligible for employment on projects of the Works Progress
Administration, Public Works Administration and Civilian
Conservation Corps, and the cost of administering, handling
and distributing Federal surplus commodities, shall be paid
out of the funds derived from local sources, or out of allot-
ments from State Funds or both, as the Board of State Aid and
Charities may prescribe; Provided, however, that allotments
from State funds to pay such administrative costs shall not
exceed in the aggregate the sum of $203, 333 for the period
from June 1st, 1937, to September 30, 1937, and $610, 000 for
each of the two succeeding fiscal years.
(e) the remaining balance in said fund, and any excess
sums unnecessary for the purposes hereinabove speci-
fied, shall be allocated and disbursed from time to time on
