inserting in lieu thereof a new title to be known as "Old Age
Assistance. "

SEC. 2. And be it further enacted, That Sections 1, 2, 3, 4, 5,
6, 7, 7A, 7B, 8, 9, 10, 11, 12, 13, 14, 15 and 20 of Article 70A of
the Annotated Code of Maryland (1935 Supplement), as
amended by Chapter 149 of the Acts of the General Assembly
of 1936, be and the same are hereby repealed.

SEC. 3. And be it further enacted, That twenty-two new sec-
tions be and the same are hereby added to Article 70A of the
Annotated Code of Maryland (1935 Supplement), to follow
immediately after Section 70A and the title as amended, to be
known as Sections 1, 2, 3, 4, 5, 6. 7. 8, 9, 10, 11, 12, 13, 14, 15,
16, 17, 18, 19, 20, 21 and 22, and to read as follows:

1. SHORT TITLE. This Act may be cited as the "Old Age
Assistance" Act.

2. DEFINITIONS. As used in this Article, "State Depart-
ment" means the Board of State Aid and Charities created
under Article 88A of the Annotated Code of Maryland as
amended by Chapter 586 of the Acts of the General Assembly
of Maryland of 1935 and any amendments thereto or supple
ments thereof.

"County Department" means the County Welfare Board of
the respective counties in this State, created and existing
under Article 88A of the Annotated Code of Maryland, as
amended by Chapter 586 of the Acts of the General Assembly
of Maryland of 1985, and any amendments thereto or supple-
ments thereof, and includes the Department of Welfare of
Baltimore City as created and existing under Section 117A of
the Charter of Baltimore City, with the powers, limitations
and restrictions imposed by Chapter 586 of the Acts of the
General Assembly of 1935, and any amendments thereto or
supplements thereof.

"County" shall be construed to include the City of Balti-
more, unless otherwise specified herein.

"Applicant" means a person who has applied for assistance
under this Article.

"Recipient" means a person who has applied for assistance
under the terms of this Article.

"Assistance" means money payments to aged persons in need.

"Supplementary Services" means services other than money
payments to aged persons in need, including payments toward
funeral expenses of such persons as provided in this Article.

3. ELIGIBILITY FOR ASSISTANCE TO THE NEEDY AGED. Assist-
ance shall be granted under this Article to any person who
