propriation of eighty-seven thousand five hundred dollars,
and a bill was passed the Senate appropriating that sum to
pay off said debt and to aid the institution in maintaining
the Hospital during the past two fiscal years; this appro-
tion failed to pass the House.

We find now, however, that the debt of fifty-three thou-
sand one hundred and fifty-three dollars and eight cents has
swelled to one hundred and twenty-five thousand dollars,
and an appropriation of one hundred and thirty-five thou-
sand dollars is demanded to pay off this debt, which is in
the shape of a mortgage. How this debt came to be so large,
your Committee has no means of knowing, but we find in
every department a lack of proper economy. Your Com-
mittee will cite a few instances: The coal to supply these
one hundred and seventy-eight patients with heat and light
for the past year, amounts to one thousand and three tons,

while another institution visited by us having two hundred

and eighty-three patients, requiring a similar amount of
heat and light, only used four hundred and fifty tons.
There was also used in one month, eleven hundred pounds
of butter, while in the next month, three hundred and fifty
pounds was sufficient, and for the same number of patients.
Your Committee were informed, and we b;lieve that re-
sponsible parties will undertake the care and treatment of
this unfortunate class of persons, for what is paid by the

counties and city, without any further aid from the State.

Your Committee, therefore, cannot recommend any change
in the admission, nor any appropriation by the State for
maintenance, nor can the Committee recommend the pay-
ment of the mortgage due in June next, unless it can be
shown for what so large a debt was contracted in so short a
time.

All of which is most respectfully submitted by your Com-
mittee.
