516 JOURNAL OF PROCEEDINGS [Mar. 14,

Senate bill entitled an Act to provide for the general valua-
tion and assessment of property in this State.

Pending the consideration of said bill,

Mr. Lee, (by unanimous consent,) reported favorably from
the Select Committee,

Senate bill entitled an Act to authorize the County Com-
missioners of Carroll county to repair and build an addition
to the Court-house in said county and to borrow money for
that purpose, to issue bonds for the payment of the same, and
to leyy taxes on the assessable property in said county to re-
deem said bonds and to pay the interest thereon.

Which was read the first time.

Mr. Getty, from the Committee on Finance, (by unanimous
consent,) reported favorably,

Senate bill entitled an Act to compensate the Auditor of
the Superior Court of Baltimore City and witnesses in the
case of the State of Maryland against the city of Baltimore,
for adjusting and taking testimony in the same.

Which was read the first time.

Mr. Lawrence, (by unanimous consent,) reported favora-
bly from Select Committee,

House bill entitled an Act to require the County Commis-
sioners of St. Mary's county, to report annually to the Grand
Jury of the September term of the Circuit Court for said
county, a statement of the expenses of the county,

Being upon its second reading,
On motion by Mr. Lawrence,

Was referred to the Committee on Judicial Proceedings.

Mr, Steiner, from the Select Committee, (by unanimous
consent,) reported favorably,

House bill entitled an Act to authorize the County Com-
missioners of Frederick county, to issue additional bonds for
the payment of expenses incurred, and to be incurred, in
erecting a new jail lor Frederick county, and to collect taxes
for the payment of such bonds, and the interest thereon.

Which was read the second time.

The Senate proceeded to the consideration of the unfinish-
ed business.

Mr. Dennis submitted the following amendment:
AMENDMENT PROPOSED.

Add to 23rd Section the following:

"And in addition to the penalties provided for any viola-
tion of the provisions of this Act, if any owner or holder of
any bill, bond, promissory note or other evidence of debt,
