Mr. Steiner presented the memorial of Joseph Gooff, of
Frederick county, complaining that he has been obliged to
pay taxes on an assessment of $16,890 for a piece of prop-
erty owned by him, near Frederick city, which he purchased
in 1871, at public sale, for $12,000, and which, when offered
again at public sale upon two occasions, only commanded an
offer of $7,000, and praying that he may be refunded the
State taxes he has paid on $9,890 for the years 1871, 1872,
1873, 1874 and 1875, and that an Act may be passed author-
izing the County Commissioners of Frederick county, to re-
fund him the county taxes paid on the same amount for the
same years.

Which was read and referred to the Committee on Finance.

Mr. Phelps presented the memorial of sundry citizens of
the Town of Cambridge, Dorchester county, in opposition to
the Cambridge and Chesapeake Railroad.

Which was read and referred to Messrs. Phelps, Ayde-
lotte and Cooper.

The President presented the following communication :

BALTIMORE, March 10th, 1876.
Hon. Dan'1 Fields,

President of the Senate :

Dear Sir:—It is due to yourself and the Senate, to state
that my absence from my post is caused by severe and pain-
ful indisposition. At present I am not able to leave my room.
Dr. Allan Smith promises to have me out in a few days
when I shall instantly resume my duties.

Reporter.
Which was read.

Mr. Phelps, from the Committee on Labor and Immigra-
tion, reported unfavorably,

Senate bill entitled an Act to encourage immigration to
the State of Maryland.

Which was adopted.

Mr. Lloyd, from the Committee on Finance, reported fa-
vorably,

House bill entitled an Act to appropriate a sum of money
to pay Edward V. Morris, Tax-collector for the 1st and
2d Districts of Caroline county, for the years 1872 and
1873, for money oFerpaid into the Treasury,

Which was read the second time.

Mr. Walsh, from the Committee on Finance, reported favor-
