Mr. Stevens, from the Committee to which was referred the
distribution of the subjects of the Governor's message to the
appropriate committees, submitted the following:

REPORT.

The Committee appointed in reference to the distribution of
the subjects of the Governor's message to the appropriate
Committees for their consideration, respectfully recommend.

That such portion of the message of the Governor as relates
to the financial condition of the State, the Baltimore and
Ohio Railroad, the Assessment of Property, Weigh Master of
Live Stock, Sectarian Appropriations, the Executive Contin-
gent Fund, and Legislative Expenses, except that relating to
Printing, be referred to the Committee on Finance.

That such portion as relates to a revision of the Criminal
Laws, Imprisonment for Non-payment of Fines, Apprentice
Laws, Orphans' Courts, Bribery of Officials, Election of
Attorney General, Justices of the Peace in Baltimore city,
Amendment to the Constitution and Penitentiary, to Com-
mittee on Judicial Proceedings.

That such portion as relates to the Hospital for the Insane
at Spring Grove, the House of Refuge, the State Normal
School building, and the Chesapeake and Ohio Canal Com-
pany, be referred to the Committee on Internal Improvements.

That such portion as relates to the Oyster Laws, Fisheries,
and the Increase of Fish in the Waters of the State, and Wild
Fowl, be referred to the Committee on the Chesapeake Bay
and its Tributaries.

That such portion as relates to Education, Colleges, Acade-
mies and Schools, be referred to the Committee on Education.

That such portion as relates to Legislative Expenses in re-
gard to Printing, be referred to the Committee on Printing.

That such portion as relates to the Registration and Election
Laws, be referred to the Committee on Elections.

That such portion as relates to the Creation of Corporations
by special enactments, be referred to the Committee on Cor-
porations and Joint Stock Companies.

That such portion as relates to the alleged Act of usurpa-
tion, indignity and gross outrage, perpetrated by Military Au-
thority upon our sister State, Louisiana, and Maryland war
claims, be referred to the Committee on Federal Relations.

That such portion as relates to the Militia of the State, be
referred to the Committee on Militia.
