mile of the exterior limits of Chester town," and to re-enact
the same with amendments.

On motion by Mr. Steiner,

Leave was granted to Messrs. Steiner, Mudd and Hum-
phreys, to introduce a bill entitled an Act to lay out and
establish a new Election District in Frederick County, out of
portions of Frederick District No. 2, and Creagerstown Dis-
trict No. 4, to be call Lewistown District, or Election Dis-
trict No. 19.

Mr. Stevens from the Committee on Judicial Proceedings,
reported unfavorably on the following memorials:

Memorial of Jonan Beachey and others of the Arrish Memo-
nite Persuasion, praying the passage of an Act to exempt them
from serving on Juries.

Memorial of J. H. Goodsell, praying that a sum of money
be refunded him.

Memorial of John Hanson Hilleary, H. T. Deaver, C. P.
Crampton and 30 others, citizens of Frederick county, pray-
ing the passage of a law imposing a tax of one dollar on
every voter, of one dollar on his dog, aud of one dollar on
every other dog that he may choo<e to keep.

Memorial of Mr. Merrick and 20 others, citizens of Talbot
county, praying that the Constitution be so amended, that no
person shall have a right to vote unless they pay a poll-tax
of One dollar.

Memorial of R. J. W. Garey and 100 others, citizens of
Caroline county, to amend the State Constitution, providing
for a poll-tax.

Which were adopted.

Mr. Aydelotte reported back to the Senate the memorial of
E. P. Steele and 20 others, citizens of Caroliqe county, in re-
lation to Maryland Agricultural College.

Which was considered, and,
On motion by Mr. Aydelotte,

Was referred to the Committee on Finance.

Mr. Lloyd, from the Committee on Finance, reported favor-
ably the following bills:

Senate bill entitled an Act to refund to Alicia Winder, of
Talbot county, State taxes erroneously paid into the Treasury
for the years 1867 to 1870, inclusive; and also to authorize
the County Commissioners for said county to refund county
taxes erroneously paid.

Senate bill entitled an Act to refund to the Vestry of St.
