On motion by Mr. Stevens,
Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill entitled an Act to repeal Section 38,
of the Acts of 1864, relating to attachments, and to re-enact
the same with amendments.
The Clerk of the Honse of Delegates appeared and deliver-
ed the following message:
BY THE HOUSE OF DELEGATES,
February 24th, 1876.
Gentlemen of the Senate :
We have received from your Honorable Body the House
hill entitled an Act to provide for the proper representation
of the State of Maryland at the celebration of the One Hun-
dredth Anniversary of American Independence, which this
House passed and sent to the Senate for its action, with an
endorsement, "reported unfavorably by the Senate Commit-
tee on Finance, and the report adopted."
We respectfully ask you to recede from your action, by
which the unfavorable report was adopted, and substitute
the bill for the report; we herewith return the bill.

Mr. Ford from a Select Committee, reported favorably,
Senate bill entitled an Act to lay out and establish a new
Election District in Queen Anne's county, to be called Ruths-
burg District, or District No Six.
Which was read the first time.
Mr. Stevens from a Select Committee, reported favorably,
Senate bill entitled an Act to provide for cleaning out the
harbor and basin and docks of the City of Baltimore, and for
the permanent removal of the causes, whereby the waters of
the said harbor and basin have been polluted, and to author-
ize the Mayor and City Council of Baltimore, to issue bonds
to the amount of one million of dollars to defray the expenses
of said work.

Governor, to apply to the President of the United States, for
