204 JOURNAL OF PROCEEDINGS [Feb. 9,

Being upon its second reading,
On motion by Mr. Joyce,

Was recommitted to the Select Committee.

Third. Senate bill entitled an Act to provide for the proper
representation of the State of Maryland, at the celebration of
the One Hundredth Anniversary of American Independence.

Was read the second time and ordered to be engrossed for
a third reading.

Mr. Stevens from the Committee on Judicial Proceedings,
reported favorably,

Senate bill entitled an Act to repeal au Act to add new
Sections to Article 51, of the Code of Public General Laws,
entitled "Justices of the Peace," relating to the liens of
executions issued by Justices of the Peace, passed March 30th,
1868, chapter 443, and to re-enact the same with amend-
ments.

Which was read the third time and rejected by yeas and
nays as follows:

AFFIRMATIVE.

Messrs. Aydelotte, Lawrence,
Bannon, Lloyd,
Cooper, McCulloh,
Duke, Newcomer,
Freeman, Stevens,
Getty, Suit—13
Knight,

NEGATIVE.
Messrs. President, Hepbron,

Brewer, Humphreys,
Ford, Steiner,
Gorman. Walsh—8.
On motion by Mr. Stevens,

The vote by which said bill failed to receive a constitu-
tional majority,
Was reconsidered.
At 1.15 P. M., Mr. Stevens moved a call of the Senate.

The Sergeant-at-Arms was directed to inform absent
Senators that their presence was required in the Senate
Chamber.

On motion of Mr. Stevens, at 1.25 P. M.,
Further proceedings under the call were dispensed with.
Said bill was then read the third time a.nd passed by yeas
and nays as follows :
