3rd. To authorize any person who may be cognizant of the
violation of any of the provisions of this Act, upon making
affidavit of the fact, before any Justice of the Peace of the coun-
ty where the offense may be committed, to arrest the offender
under a warrant to be issued to the affiant, or to any consta-
ble or the sheriff of the county, where said offense may be
committed, and take him before a Judge of the Circuit Court
or some Justice of the Peace, as is now provided in Sections
6 and 8, in the case of arrest by the sheriff, constable or offi-
cer of tie State Fishery Force.
4th. To so amend the 17 Section, of the Act of 1874,
chapter 181, as to allow the citizens of the several counties
of the State equal rights and privileges under this Act.
5th. To so amend the 18 Section, as to exempt from the
payment of any charge for license under said Section, the
owner of any canoe less than 16 feet long, and to require
from the owner of any boat or canoe, between 16 feet and 25
feet long, the sum of two dollars for license, and to require
from the owner of any boat or canoe, between 25 feet and
and 45 feet long, the sum of four dollars for license; and for
all canoes or boats over 35 feet long, including sloops under
Custom House tonage, the sum of five dollars for license
there under; said sums to be paid to the Clerk of the county
for the use of the Public Schools, as is now provided.
6th. To strike out Section 22, of said Act, chapter 181.
7th. To inquire into and report as to the expediency of re-
ducing the number of persons employed ia the Fishery
Force, and of the number of vessels employed in said Fishe-
ry Force, and especially, if any, and if so, what reduction
can be made in the salaries now paid to the commanding
officer, and to the other employees of the Fishery Force,
without detriment to the efficient working of the Force, and
to the benefit and interest of the State.
Which was read, and referred to the Committee on the
Chesapeake Bay and its Tributaries.
The Hon. R. C. Hollyday, Secretary of State, appeared and
delivered a message from the Executive.
On motion by Mr. Brewer,
Leave was granted to the Committee on Agriculture to in-
troduce a bill to be entitled an Act to repeal the Act of 1874,
chapter 838, entitled an Act to provide for the taxation of
dogs in Montgomery county.
On motion by Mr. Getty,
Leave was granted to Messrs. Getty, Ford and Lawrence
to introduce a bill relating to Justices of the Peace in Gar-
rett county.
