10 JOURNAL OF PROCEEDINGS [Jan. 6,

The House of Delegates has organized by the election of
Hon. Lewis Cass Smith as Speaker and the appointment of
Milton T. Kidd, Esq., as Chief Clerk.

We are ready to proceed with the business of the Session,
and concur with your Honorable Body in the appointment of
a Joint Committee to wait upon his Excellency, the Govenor,
and inform him that the General Assembly is prepared to
receive any communication he may be pleased to make.

We have appointed on the part of the House, Messrs.
Waters, of Carroll, and Naill.

Chief Clerk.
On motion by Mr. Stevens, it was

Ordered, That the Rules of the Senate of 1874, be adopted
for the government of the Senate until otherwise provided-
Adopted.

Mr. Walsh submitted the following message :

BY THE SENATE,

Jan'y 6th, 1876.
Gentlemen of the House of Delegates :

We have received your message informing us of your or-
ganization, and propose Messrs. Walsh, Phelps and Suit to
join the Committee appointed by your Honorable Body, to
inform his Excellency, the Governor, that we have organized,
and are ready to receive any communication he may be dis-
posed to make.

Secretary.

Which was read, assented to and sent to the House of
Delegates.

On motion of Mr. Duke,

Leave was granted to Messrs. Duke, Stevens and Bannon
to introduce a bill to sell the sites of No. 1 and 2 of the
burnt Tobacco Warehouses, and build two others on the deep
waters of Baltimore Harbor.

Also, by Mr. Stevens,

Leave was granted to the Judiciary Committee, (hereafter
to be appointed,)

To introduce a bill entitled an Act to authorize the Court
of Appeals to hear the appeal of the Mayor and City Coun-
