The question recurring npon the order as amended, it was
adopted.
Mr. Clark submitted the following order :
"Whereas, The expenditure of the money of the State is
one of the most important features of legislation, and the al-
lowance of extra pay or increased compensation to any officer
or employee of the State, is of doubtful propriety under any
circumstances; therefore,
"Ordered, That in future, no motion, order or resolution
proposing any extra pay or compensation to any officer, or
attachee of this House, shall be declared passed, unless upon
the call of the yeas and nays, a majority of all the Members-
elect shall vote in the affirmative."
The question being upon the adoption of the order,
