Annapolis, March 8th, 1876.
Gentlemen of the House of Delegates:
We have received your message asking the return of House
bill entitled "an Act to establish a Free Bridge over the
Patapsco river,between Anne Arundel and Baltimore counties,.
on or near the present site of Sweitzer's bridge," and here-
with return the same.

On motion of Mr. Baldwin,
The vote by which said bill was passed,
Was reconsidered.
The Senate bill entitled an Act for the relief of Rachael'
Wilson, by refunding State and county taxes, erroneously,
was reported favorably, with proposed amendments.
AMENDMENT PROPOSED.
Amend by adding at end of line 2, of Section 2, the words
"in their discretion."
Which was adopted, and the bill read a second time.
Mr. Boyer, Chairman of a Select Committee, reported fa-
vorably,
Senate bill entitled an Act to repeal Section 81, of Article
14, of the Code of Public Local Laws, title "Kent county,"
sub-title "County Commissioners," and to amend and re-
enact the same with amendments, and to add a sub-section
"thereto, and to provide for the appointment of two County
Commissioners by the Governor, to serve until the next gen-
eral election,
With proposed amendments.
AMENDMENTS PROPOSED.
Amend by adding after the word "enacted," in Section 2, '
the following:
"And said Board of County Commissioners shall meet as
often as necessary, from the first day of January, until the
manual levy shall be made, bat shall not meet after said levy,
and until the first day of January next, succeeding, except
on the first Tuesday of each month."
"SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage."
Which were severally read and adopted.
