1871.] OF THE HOUSE OF DELEGATES. 73
Mr. Naill submitted the following order:
Ordered, That it in the opinion of the House of Delegates
of Maryland, that a long continuance in the Executive depart-
ments of power or trust is dangerous to liberty; & rotation,
therefore, in these departments, is one of the best securities
of permanent freedom, and it is the opinion of the House,
that no person shall hold at the same time more than one
office of profit created by the Constitution or laws of this
State, and that this opinion he entered upon the Journal of
this House.
Which was read.
The question recurring upon the adoption of the order,
Mr, Hoblitzell moved to lay the order on the table.
The question recurring upon copcurring in the motion,
