Mr. Purnell submitted the following order:
Ordered, That no order, by which money may be drawn
from the State Treasury, shall be passed by this House until
said order has been laid over one day and printed upon the
Journal, except by a vote of at least two-thirds of the members
of this House, and that all votes on such questions be by
yeas and Bays.
Which was unanimously adopted.
Mr. Gwynn submitted the following order :
Ordered, That the Inspector General of Tobacco furnish this
House with a detailed account of the expenses of each Tobacco
Warehouse, from Jany. 1st, 1870, to Jany. 1st, 1876, inclu-
sive, including the amount of salary paid each clerk and em-
ployee, together with the amount paid to each additional
hand temporarily employed—the incidental expenses con-
nected with the working of each Warehouse—the number of
hogsheads inspected and the amount received from all sources
of revenue.
Which was adopted.
Mr. Naill submitted the following order:
WHEREAS, It has been charged that gross abuses have been
practiced in the office of the Adjutant General of this State,
in that, certain ordnance belonging to the State, was sold
and disposed of at a wholly inadequate price; and that ex-
cessively large prices have been paid for clothing for the
Militia of the State.
Therefore be it ordered, That the Committee on Militia,
fee and it is hereby, directed to inquire into and report to
this House, at an early day, whether such charges are true,
and if so, to what extent thq said abuses exist, and whether
any other wrongs have been practiced in said office; and
whether the funds heretofore appropriated for the use of said
office has been judiciously expended. And further, that said
inquiry shall extend as fat back at least as 1867.

On motion of Mr. Stewart,
Referred to the Committee on Militia.
Mr. Hinks submitted the following order:
WHEREAS, It was ordered by the last House of Delegates,
that only the Chief Clerk, Reading Clerk, Sergeant-at-Arms
and Doorkeepers, should be directed to return to aid in or-
ganizing this House.
