The House met, and was opened with prayer by the Rev.
Mr. Ide.

Mr. Smith, of Balto, co., presented the petition of 30 cit-
izens of Baltimore county, asking a change in the law rela-
tive to the appointment of School Commissioners.
Also, the petition of ether citizens of Baltimore county on
the same subject.
Which were read and referred to the Committee on Educa-
tion .
Mr. Rinehart presented the petition of Elias F. Valentine,
Jacob Frock, Thomas F. Cover, and 55 other citizens of
Carroll and Frederick counties, against the passage of any
law prohibiting tax payers from fishing in the waters of
Monocacy and Double Pipe Creek.
Which was read and referred to the Carroll and Frederick
delegations.
Mr. Boyle presented the petition of John D. Alderson and
others of Harford county, praying that a change may be
made in the Constitution of this State, so as to permit a capi-
tation tax, and that School Commissioners be elected by the
people.
Which was read and referred to the Committee on Educa-
tion.
Mr. Chaisty presented the petition from citizens of Balti-
more relative to the reduction of the rates of interest for
money, leaving the rate of interest at 6 per cent, in the
absence of a special contract.
