bonds, public lands, endorsements or pledge of the credit of
the State or any city or county, should be granted by the
General Assembly to associations or corporations engaged,
or proposing to engage, in public or private enterprises. And
that all appropriations from the State Treasury ought to be
limited at this time to such amounts only as shall be impera-
tively demanded by the public service.
