So the order was adopted„
Mr Stewart submitted the following order:
Numerous citizens of this State consider themselves op-
pressed by the high rate of taxation and particularly by the
unjust discriminations in the manner of levying and col-
lecting taxes, whereby a pnvate citizen has to pay on his
property but strong and wealthy corporations escape their
just proportion of the burdens of the State, therefore for the
purpose of possibly giving relief, certainly of affording infor-
mation to the people,
Ordered, That the Judiciary Committee be requested to
present a bill, prescribing the manner in which the books of
railroad and other corporations shall be kept, so that it will
not require an expert to tell their earnings, and that they
shall be open to inspection.
Which was read, and
On motion et Mr. Stewart,
Was referred to the Committee on the Judiciary.
Mr. Stewart submitted the following order:
WHEHEAS, It is necessary that various kinds of work shall
be done for the City of Baltimore, and as an effort is being
made to have all such work done by contract, and as thou-
sands of honest mechanics and laborers are out of employ-
ment, and selfish contractors will put down the price of labor,
thus injuring our citizens and only making for themselves,
and as a wise and just diminution of labor and its reward is
the foundation of State and municipal prosperity, therefore,
Ordered, That permission be granted to the Baltimore city
delegation to present a bill to compel a fair price to be paid
to workingmen for all labor performed for the city, whether
such work is done by contract or otherwise.
