livered; and, where such application is for feeding garbage or
for a hog pen,

(3) The location of the proposed hog pen;

(4) The approximate number of swine to be kept;

(5) The method and manner by which said hogs shall be fed.

Each such application shall be signed by the applicant or
applicants and be accompanied by a fee of one dollar ($ 1. 00).

Upon receipt of any such application, the Board of County
Commissioners of Prince George's County shall immediately
issue a license to such applicant for the transportation of or
for feeding such garbage or for the establishment and mainte-
nance of a hog pen where garbage is fed, as the case may be,
and shall enter an order in its record of proceedings before
the Board of County Commissioners to that effect. However,
such license as may be granted in accordance herewith, shall
be subject to revocation, suspension, or cancellation by the
County Commissioners at any time after its issuance where
complaint is made by some person that the transportation of
or feeding of such garbage or the establishment and mainte-
nance of such hog pen at the location described in said appli-
cation, as the case may be, is detrimental to the health, safety,
or welfare of the inhabitants of Prince George's County. Upon
receipt of a complaint by the County Commissioners, they shall
refer the said complaint to the County Health Officer or
County Veterinarian, who shall make an investigation of the
facts, and where the complaint is as to a hog pen, then the
premises in question, and report, in writing, to the County
Commissioners whether or not the transportation or feeding
of such garbage or the establishment and maintenance of the
hog pen is likely to be detrimental to the public health, safety,
or welfare of the inhabitants of Prince George's County. When
the said County Commissioners shall have heard the person
complaining against said issuance of said license and shall
have provided the applicant or licensee an opportunity to
be heard and shall have determined that the license there-
tofore issued should be cancelled, rescinded, suspended,
or revoked, in that event, such license as may have been issued
shall be rescinded, cancelled, revoked, or suspended and the
Board of County Commissioners shall make an order thereon
to that effect and record the same in its record of its pro-
ceedings and shall order the removal of said hog pen, and any
person who shall fail to remove such hog pen, after an order
therefor for such removal, snail be guilty of a violation of this
Act as is hereinafter provided.

Any license issued under the provisions of this Act, shall
be for a period of one year, and must be renewed within one
year of the date of issuance; and any renewal license shall
