he shall be charged with the safe keeping thereof, and said
funds shall be kept as a separate account and fund, and no
part thereof shall be used for any other purpose than to liqui-
date the certificates of indebtedness and interest thereon for
sidewalks, curbs, gutters, and street paving, which certificates
when paid shall be cancelled and properly kept and filed
among the papers of said village and a record of which certifi-
cates thus cancelled shall be entered upon a book kept for the
purpose aforesaid, and the Treasurer of the said town shall be
bonded in an amount not less than Two Thousand Dollars
($2, 000. 00), and not to exceed an amount equal to the amount
of money borrowed by the President and the Commissioners
of said village, the costs of such bond to be paid by the village;
provided, however, that the provisions of this Act shall not
become effective until the same shall be submitted to and
approved by the qualified voters of the village of Bladensburg
as hereinafter provided.

The said election shall be held in conjunction with the next
general election of the village of Bladensburg held after the
passage of this Act.

The ballots shall be prepared as ballots are prepared for a
general election and shall have printed thereon the words
"For Street Improvements" and immediately thereunder the
words "Against Street Improvements", with a square after
said words in each case for the X mark of the voters and the
voters may vote therein by an X mark 'after his or her choice.

In the event that at such election the majority of ballots
voted in regard to the provisions of this Act shall be properly
marked in the square after the words "Por Street Improve-
ments", then this Act shall be in full force and effect, but in
the event that the majority of the ballots voted shall be prop-
erly marked in- the square after the words "Against Street
Improvements", then this Act shall be null and void.

The President and Commissioners of the Village of Bladens-
burg are hereby authorized to do all acts not specifically men-
tioned herein which may be necessary to issue and sell certifi-
cates of indebtedness, to pay necessary expenses for negotia-
tion, sale and liquidation of said certificates of indebtedness,
provide for the payment thereof, and the interest thereon, and
to arrange for and construct the sidewalks, curbs, gutters and
street paving as provided herein. Certificates of indebtedness
hereunder shall be the direct obligation of the corporation of
the Village of Bladensburg.

60C. The President and Commissioners of the Village of
Bladensburg shall have the power to assess upon and collect
from the abutting property where sidewalks, curbs, gutters
or street paving, or all or any, are constructed, the total cost
