curbs, gutters, or street paving, or all or any, in any street in
said village, they shall thereupon give at least five (5) days'
notice as far as practicable to each abutting property owner
upon said street proposed to be improved by depositing said
notice in the United States Post Office addressed to such
owner's last known address, and by posting not less than three
(3) written or printed notices in conspicuous public places
in the said village setting forth that on a certain day to be
named therein the President and Commissioners will hold a
meeting and also to notify said owners to appear at said meet-
ing and express their views upon the question or show cause, if
any there be, why the said improvements shall not be made,
and the decision made by the President and Commissioners at
this meeting shall be final and conclusive, provided, however,
that no improvements shall be made under this section in any
block on any street without the consent of fifty-one (51) per
centum of the front foot abutting property owners affected
in said block on the street which it is proposed to improve.

GOB. To effectuate any improvements named in the pre-
ceding section the President and Commissioners of the Vil-
lage of Bladensburg are hereby authorized and empowered
to borrow on the credit of the town a sum or sums of money,
not to exceed the total sum of Twenty-five Thousand Dollars
($25, 000. 00); to issue certificates of indebtedness therefor,
which shall be payable in five (5) years from the date of
issuance, in ten equal semi-annual installments, with interest
not to exceed the rate of six (6) per centum, payable semi-
annually. In issuing the certificates of indebtedness as herein
provided the President and Commissioners of Bladensburg
shall issue said certificates according to what is known as
the serial annuity plan, and the series as issued shall be
lettered beginning with the letter "A" and so on down the
alphabet until the amount of $25, 000 shall have been issued,
so that the entire principal sum shall be redeemable as follows:

B ................. 5, 000 5 years after date of issue

O ................. 5, 000 5 years after date of issue

D ................. 5, 000 5 years after date of issue

E ................. 5, 000 5 years after date of issue

The Treasurer of the Town is charged with the custody of any
moneys received from the issues of sale of said certificates of
indebtedness as above mentioned. The Treasurer shall be
charged with the prompt collection of the moneys arising from
assessments for sidewalks, roadways, curbs and gutters, and
