visors for Somerset County shall make all necessary arrange-
ments for the holding of said election including the selection
of suitable polling places at a rental not to exceed $5. 00 in any
one precinct. The expenses of such election shall be paid by
the County Commissioners for Somerset County from avail-
able funds of said County and may be included in the next
levy of such Commissioners.

The Judges and Clerks of Election who shall act at said
special election shall serve without compensation. The Boards
of Election Supervisors for Somerset County shall have full
power and authority to fill any vacancy that may exist in the
office of any Judge or Clerk and any vacancies occurring on
the day of election may be filled in the manner now provided
by law. If a majority of the votes cast at said special election
shall be cast "For School Bond Issue", then the foregoing
sections of this Act shall take effect immediately, but if a
majority of the votes cast at said election shall be cast
"Against School Bond Issue", this Act shall be null and void
and of no effect whatever.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law, and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 454.

AN ACT to add a new section to Article 43 of the Annotated
Code of Maryland, title "Health", sub-title, "State Veteri-
nary Medical Board", to follow immediately after Section
148 and to be known as Section 148A, to provide for the re-
vocation of licenses to practice veterinary medicine, and to
repeal and re-enact with amendments Sections 155 and 157
of said Article 43, to change the amount and disposition of
fines for practicing veterinary medicine without a certificate
of registration.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section known as Section 148A is hereby
added to Article 43 of the Annotated Code of Maryland, title
"Health", sub-title "State Veterinary Medical Board", the said
