application of the purchase money of said bonds, and the
rights of the holders of said bonds to receive payment of the
principal and interest thereon shall not be affected by the
failure of the said County Commissioners of Somerset County,
or its officers or agents, or the Board of Education of Somer-
set County, or its officers or agents, to do or perform any of
the acts provided for by the terms of this Act.

SEC. 5. And be it further enacted, That the actual proceeds
of the sale of said bonds shall be used exclusively for the fol-
lowing purposes:

(a) For the payment, by the County Commissioners of
Somerset County of the cost of engraving or printing of said
bonds, and for the payment of the cost of advertising
authorized by this Act, and for any other incidental expenses
incurred by the issuance of said bonds.

(b) The remainder of the proceeds from the sale of said
bonds shall be paid over to the Board of Education of Somer-
set County, to be used by it for the purpose of purchasing the
Crisfield High School for $40, 000 and new school sites, for
the erection and equipping of new school buildings, for addi-
tions, alterations, repairs and improvements in present school
buildings and the improvement of the grounds thereof, for
equipping, heating, lighting, ventilating and for additional
sanitation in persent school buildings and for such other
capital expenditures as may be incidental thereto and as may
be deemed necessary for the administration of the schools of
the County.

SEC. 6. And be it further enacted, That the foregoing pro-
visions of this Act, and all powers granted thereby, shall not
be or become effective until and unless this Act shall have been
approved by the qualified voters of Somerset County in the
manner provided in this Section. On Tuesday, the 15th day
of June, 1937, there shall be a special election in Somerset
County for the adoption or rejection of this Act by the
legally qualified voters thereof.

All persons entered upon the registry books of said County
as qualified voters shall be entitled to vote at said special
election. Except as otherwise provided herein, said special
election shall be conducted and the results thereof ascertained
and certified in accordance with the Constitution and laws of
this State relating to the election of members to the General
Assembly of Maryland. Upon the ballot to be used at said
election shall be printed the title of this Act and thereunder
the words "For School Bond Issue'' and "Against School
Bond Issue" on two separate lines with a square or box to the
right thereof in which each voter may designate his choice for
or against said bond issue. The Board of Election Super-
