477A. The Mayor of Hyattsville, elected in May, 1937, and
his successor or successors thereafter appointed in accordance
with law to fill any vacancy in the office of Mayor or thereafter
elected at any regular election, shall receive a compensation of
sixteen dollars ($16. 00) per month to reimburse him for his
expenses in connection with the office of Mayor. Each Council-
man heretofore elected or elected in May, 1937, qualified and
holding office during the municipal year 1937-1938, and each
Councilman thereafter appointed in accordance with law to
fill any vacancy in that office or thereafter elected and quali-
fied, shall receive a compensation of eight dollars ($8. 00)
per month to reimburse him for his expenses in connection
with the office of Councilman. The compensation herein pro-
vided to be paid to the Mayor and Councilmen shall be charge-
able as a municipal expense and included in the tax levy for
each year.

SEC. 2. And be it further enacted, That this Act shall not
become effective unless and until it shall be submitted to
the qualified voters living within the corporate limits of the
Town of Hyattsville, as the same exist at the time of the pas-
sage of this Act, at a referendum election and accepted by a
majority of the persons voting at said election. For such pur-
pose, a referendum election of the qualified voters, as aforesaid,
shall be held by the Mayor and Common Council of Hyattsville
at an election, which may be in connection with any regular
or special election, the date for which shall be fixed by it not
later than six (6) months from the date of the passage of this
Act, and said election shall be conducted under the provisions
of existing laws for the election of town officers and in accord-
ance with such ordinances as may have been adopted or shall
be adopted by the Mayor and Common Council of Hyattsville,
not inconsistent with law, for the submission to the voters of
said municipality of the provisions of this Act, and the manner
of the submission of the question to the voters shall be that on
the ballots of such election there shall be printed a synopsis of
this Act, which synopsis shall be sufficient if it shall contain
the full wording of Section 477A above enacted, and under
such synopsis the words, "For compensation for Mayor and
Councilmen" with a blank square opposite at the right, and the
words, "Against compensation for Mayor and Councilmen"
with a blank square opposite at the right, and all qualified
voters desiring to vote for the provisions of this Act shall
place a cross-mark (X) in the square opposite the words, "For
compensation for Mayor and Councilmen" and all qualified
voters desiring to vote against the provisions of this Act shall
place a cross-mark (X) opposite the words, "Against compen-
sation for Mayor and Councilmen". If at such election a
