greater number of persons shall vote "For Compensation for
Mayor and Councilmen" than shall vote "Against Compensa-
tion for Mayor and Councilmen", then the provisions of the
aforegoing sections of this Act shall become effective and oper-
ative, the effective date of the provisions of this Act, in the
event the same is approved at said election, to be the date that
the said Mayor and Common Council of Hyattsville shall de-
clare the result of said election in accordance with the provi-
sions of law or ordinances as provided herein and compensa-
tion to said Mayor and Councilmen shall commence for the
month in which the result of said election is so declared. 1

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect on the date of its passage.

CHAPTER 452.

AN ACT to authorize and direct the Board of County Com-
missioners of Washington County to borrow upon the faith
and credit of said County to the amount of One Hundred
and Ninety Thousand Dollars ($190, 000. 00) and to issue
and sell coupon bonds therefor, the proceeds thereof to be
used for the constructing, building, equipping and furnish-
ing of a new High School Building in the Town of Williams-
port and for the remodeling of the present High School
Building in the Town of Williamsport and for the erection
of an addition to the Woodland Way Junior High School
in the City of Hagerstown and an addition to the South
Potomac Junior High School in the City of Hagerstown
and the equipping and furnishing of said additions and to
provide for the payment of interest on said bonds and of
the principal thereof by the levy of taxes.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Washington
County be and they are hereby authorized and directed to
issue serial coupon bonds on the faith and credit of said
County to the amount of $190, 000. 00 par value, said bonds to
